The Aera plan is now moving through this review process. The project’s Draft Environmental Impact Report (DIER) – which evaluates potential impacts from the project and identifies how those impacts can be resolved – is currently being prepared and will soon be available for public review and comment. The City of Diamond Bar will serve as the lead agency in certifying the project’s DEIR, while Los Angeles and Orange counties will be involved in the environmental review and will retain decision making authority over portions of Aera’s site that are outside the potential annexation boundary.
